I have done fair isle knitting in the past and would like to make this as a gift for some civil war re enactors that I know.

Try finding a picture and trace it onto a knitting graph. Knitting graph paper is also available at Michaels.
You can put any design you want on any sweater that is plain knit. Textured knitting doesn’t work well with intarsia.
Find a picture you want on it, transfer it to graph form (there are a couple of programs that will do that for you easily) and then just knit it! Simple, really.
