I want to knit a decorative scarf, and I have seen in some projects to use the sportweight, and in others to use medium bulk. Which kind is better?

If you are looking at a knitting pattern the suggested yarn will give you the look the pattern is showing. Another type or size of yarn or needles will give a completely different look. I don’t think you actually know how to knit or you are very inexperienced. That is not to say you cannot experiment with different yarns than a pattern calls just expect it to be different than what is pictured with the pattern.
If you want to knit a decorative scarf use the sport yarn in a variegated color. Of course you can get the variegated colors in the medium bulky but before you buy decide when you will be wearing it. summer —sport Colder weather—–medium bulky. Have you decided on a pattern? As already said, different yarns will make the project look different. Larger needles, thicker heavier yarns, will make a bulkier, heavier look. Lighter weight, finer yarns, and smaller size needles, will make for a lighter, softer look. Mixing the fibers will also provide a different look and feel, but do not be afraid to experiment. Nothing is cast in stone.
What you choose to use, would really depend upon what you are looking to accomplish. Sport weight, or baby weight yarn, will give you a much finer texture, and softer lighter feel, but also take longer to make, because you have more rows to the inch. Medium or heavy weight bulk can provide a thicker, and depending kind of fiber use, fluffier, richer look and feel, and may even be warmer. They are also faster to knit, because it takes less rows to the inch to make.
Consider what kind of look, and texture you want your finished product to be. From that, pick the yarn that you are most drawn to use. Also, do not be hindered by the idea of using bulk weight yarns, with smaller needles, or larger needles with light weight yarns. The results present some very interesting fabrics and offer opportunity for some great ideas.
