Size 9 needles are fine. If you are using a worsted weight yarn you can use a single strand of yarn and your scarf will be fine. If you are using something finer like baby yarn, the scarf will be a looser knit, if that is not the look you want then hold 2 strands together when you knit to create a thicker yarn. This method is called double stranding and can be a lot of fun when you hold a variegated and a solid yarn together when you knit, you create a completely different color.
If you check the label on the yarn it will usually recommend a needle size, but don’t be afraid to go a size or two or even three larger when knitting a scarf for a softer more relaxed look and feel.
Just use some kind of yarn like everyone else.Don’t those needles hurt your neck??
Size 9 needles should do fine for the scarf. You could make a test sample and then do a math thing to make sure it will be the right size. With only 24 stitches, I would just go for it. Size 9 needles is a good size to learn to knit with, they are small enough to hold onto and big enough to make quick progress on your project.
As a general rule, you can try using needles the same diameter as your yarn. You make a sample piece of about 10 stitches and 10 rows to see if that is the texture you like. If you want an airier scarf you could use a larger size set of needles. If you want a tightly knit, more compact fabric you could use a smaller size set of needles. If you knit the sample and you feel like the fabric is really hard and stiff, you need to use bigger needles.
If you really get excited about knitting you might like to try buying a set of interchangeable needles. I really love mine which are called Denise Needles. They have a set of needles ranging in size from 5 to 15. You can look at them at:

Size 9 will be fine. The only issue you may have is your stitches will be stockinette & that curls. To avoid the curl, you may wish to do 3 stitches on either end in garter stitch.
By that I mean, cast on, knit your first row, knit 3 stitches on the next row, purl across to the last 3 stitches & knit them. Continue in this pattern throughout the scarf. Doing this will avoid the issue most first time knitters have with stockinette stitch, the curling. It also makes an interesting border to your scarf.
