From what you have posted, I would say you need to knit (or purl) to the end of the row after the deceases. Usually if you are supposed to repeat a pattern it is put in parentheses with the number of times to repeat or says to repeat it to the end.
On row 1 after the ssk knit to the end of the row. On row 2 purl to the end of the row
reading the info given I would do (k2tog k3 ssk) once and similar instructions on row 2 once also.Sounds like you are decreasing in the centre of your piece of knitting.
