After the previous stitch, wrap the yarn around the hook twice. Now insert the hook into the next chain and instead of wrapping the yarn just grab it with the hook and pull it through everything on the hook. I think this is going to make a sort of hole in the pattern but the additional wrap means you still have the right number of stitches. I made a bunting about 30 years ago for my younger son and it had this kind of instructions.

I really wish you had written out the instructions for the whole line.
This stitch makes a “bobble”, a small one to be sure if you are to pull the loop through all yarns on the hook.
Wrap the yarn around the hook twice then go into the chain and pull a loop through it, then follow any other instructions given.
Question? is this a triple crochet (tc)? then pull through first wrap on hook, grab a loop and through the previous loop and second wrap, then grab a loop and through the last 2 loops on the hook.
